After much public debate it was agreed that the biggest problem in any management situation, be it in commerce or government, was having someone who simply was not up to the job in charge. All other problems were secondary to this. Which meant that the solution was to put a system in place that would ensure only the most able could reach positions of power. With this as their starting point, the professors came up with the proposal of a ruling Elite, a group of individuals who have to sit an examination in order to gain their Elite position.

The examination is open to all. If you don't want to take it, then you are either incapable of understanding how much better the Elitist life is, or you are sensible enough to know that you wouldn’t pass. You try to get the best of what work there is available to you, on the understanding that if you ever want to join senior management you will have to take the examination. As a result, for many life went on exactly as it had before the revolution. All aspects of government were taken care of, with the sole difference that the Elite were in charge.
